No. Only people accredited by the Spanish Ministry of Foreign Affairs and listed in the MAEC public registry can officially certify a translation as sworn. A translation done by a non-accredited translator — however good — has no legal validity and is not accepted by administrations.

A sworn translation signed electronically by a translator accredited by the Spanish Ministry of Foreign Affairs (MAEC) has the same legal effect as a paper translation (Ministry Resolution of 26 July 2020).
